Reason:

No objection. There is some dispute about whether class E use of this building was ever established. That aside we agree with efforts to bring the building into occupation given it has laid empty for five years. Proposed changes to the external elevations are minimal, mainly new roof-top plant, but we question the absence of any private outdoor amenity space for the residential units even if Richmond Park is within half a mile or so.
