Reason for objection:

There is no evidence that CONNECT, the name on the Operational Management report, is a registered social housing provider which should be the bare minimum for this type of establishment to avoid rogue practices. Poor management of a 38 person HMO could radically alter the residential character of Adelaide Road and coupled with only modest internal communal facilities could engender an increase in anti-social behaviour in the area including noise and loitering. A marked increase in delivery traffic is also inevitable. There is still a requirement for well managed old peoples' accommodation in Surbiton so this change of use application should be refused to avoid an adverse effect on the character of the area.
