Reason:

No objection on conservation grounds. This PA succeeds 24/03224 which we did not object to but was refused by officers due to building regs (inadequate internal space & sunlight provision & lack of private outdoor amenity facilities). It proposes a reconfiguration which would overcome these concerns although the absence of any private outdoor amenity space for flat 2 appears contentious.
