No objection.
It is difficult to argue conservation grounds for refusal but: 1) how hard has the applicant tried to fill this commercial/ office space? They state a year of targeted marketing with no results but what about community usage? 2) a strange lay out of 1 no. 4 bed & 2 no. studio flats is proposed whereas (say) 1 no. 3 bed, 1 no. 2 bed & 1 no. 1 bed could accommodate 2 families & be a better solution? 3) there is no private outdoor amenity space for the 2 studio flats which are located some distance away from public green space. The applicant argues this disbenefit is outweighed by the new market housing which is questionable.
