Reason:

No adverse impact on CA. The planners are asked to consider whether the use of gas heating is appropriate for this new build development given that RBK has declared a climate emergency and the RBK Climate Action Plan states that from April 2024, Ensure new homes delivered meeting the London plan threshold are net zero carbon.
